The Government of Nigeria responded to the increasing rate of HIV/AIDSinfection with the creation of the HIV/AIDS Emergency Action Plan(HEAP), a three-year strategy that spanned 2001-2004. Towards the expiration of the HEAP, there was a clear need to review the national response to the HIV/AIDS epidemic and its ability to meet the realities on the ground. A National Response Review and a National Strategic Framework (NSF) were planned. This provided an opportunity to incorporate gender equality concerns into the national response, something that was missing from the HEAP.
